Opens by recording that the owner's rejection of three to four hours does NOT vindicate my retracted X19 - PM's framing is right and a retracted argument is not a correct guess. X27 withdrawn: fixed at r14 with all four downstream figures I derived, plus an upstream 3:00 collection-rule error I had missed; simulated the corrected 1+1+17 sequence and it holds. New X28: the largest owner decision on the project has no decision-log row, the log stops at D018, and D018's own text says 'no content expansion accepted', which now reads backwards against the active direction - one row fixes it.
