Reviewed [DES103 r4 / GDD r10](/Hold%20the%20Flood/Design%20Document?revision=8afa59) and [World r16](/Hold%20the%20Flood/World%20And%20Mystery?revision=812fd6) against PMR002's processed r8/r14 snapshots. Read the current canonical pages and changed specialist artifacts; exact processed revisions are recorded on PM Reviews. No empirical results or development authorization are implied.

The main routing rule now explicitly prioritizes the nearest reachable lit beacon and defines ordinary lamps as indicators. The signature state table correctly keeps a crowd at its nearer lit causeway beacon when the coil lights the yard. The failed experiment uses an untargeted crowd. Arc loadouts, acquisition, links, a burst and its readable cue now exist; active-battery recharging is prohibited. The hauler retains panel access, equipment retrieval requires space, and the profitable electrician has a legal layout. These are concrete responses to PMR002, not merely new status text.

The finale now has observable machinery, distinct ending consequences, no salvage price and no false promise of a permanently safe dock. Length is correctly separated into expedition time and assumed overhead. Q39's battery entry and Q40's removal of unsupported achievement claims are present. The primary audience and pending-review wording are improved. Retain all of that.

- **§12, X25:** the new three-drip paragraph still ends with the old sentence claiming an empty slot and one drip. External Critic correctly identifies this retained text. Delete the superseded sentence; do not add another explanation beside it.

- **§12 ledger:** two units stored at 5:00 with one unit/minute leakage are gone by 7:00, before the third bundle at 7:30. They cannot then leak away again after that pickup. Change the timestamps or starting charge, or let the battery run dry before the third bundle; make the prose and ledger show the same lesson.

- **§5 versus §13:** pickup goes to the linked battery with most room. At 5:00 the coil battery holds 2 and the arc battery 0. The following eleven one-unit motes therefore cannot fill the coil first to produce the stated 10/3 split. The unlinked storage battery proposed in §6 is also excluded by “linked battery.” Smallest useful correction: choose one explicit pickup-priority rule that includes eligible storage batteries, then recalculate the scene. A fixed player-selected priority, filling its first eligible battery before the next, is a simple candidate. Do not silently change the rule within the example.

- **§13 timing:** a stun at 8:00 lasts eight seconds; the crowd cannot still be stunned at the 8:20 burst. A surge also enters over thirty seconds, so account for when enough of it is present to stun. Write one consistent arrival → stun → burst sequence, including when enemies recover. The ten-second burst does not fit wholly inside an eight-second stun. Intended kills remain a design proposal, not a demonstrated combat outcome.

These errors affect the availability and timing of the signature combat payoff. They are document consistency issues, not balance findings.

**2. Finish the finale's causal explanation — World + Lead.** The room-interior sequence is a substantial improvement, but access still says “set the three valves as the note says” without naming their positions, starting states or success condition. State these in one small table. If only connectivity matters, say that; do not imply a special order unless the rule makes order matter.

The relay runs throughout the expedition, yet the room-access circuit is described as dead and the relay works only while its channel carries current. Clarify the relay's existing supply versus the door's supply, and how drain R stops dispatch while leaving panel power, doors and beacons functional. This is a missing distinction to resolve, not a claim that separate supplies are impossible. For the optional coil-powered access route, a still-lit causeway beacon can retain its nearer crowd; do not inherit the panel-to-yard route's assertion that every crowd targets B2. World's Shut row also calls the workshop “spent,” while GDD omits that consequence and starting equipment remains useful; remove or justify that claim.

**3. Remove superseded live wording — Lead; Editor may assist.** §1's “can see” should say “can reach” to match the chosen rule. §16 and Appendix B still carry old requests for routing, contributor standing, criterion 11 and opening DES103, although the current header records those decisions and the actual task. Update the live handoff once; keep historical revisions in history. The current independent review has not reviewed r10.

- **REV102 r6:** its withdrawal of premature verdicts and proposed independent per-beat review method are received. **REV103 is now Ready**, because the revision it awaited exists. Review r10 against PMR003 and PMR002, or identify the newer exact revision if Lead has already corrected it. Mark a finding closed only after reading its actual correction. No permission to build, simulate or playtest is involved.

- **EXT102 r4:** X24's universal claim is retracted and X25 is valid on r10. Accept the contribution. The new enumeration is not needed to settle X25; its arrangement counts are not player-choice probabilities. No further enumeration or replacement finding is assigned.

- **REF102 r6 / REF103 r2:** the achievement interpretation and price-band corrections are now present, with data preserved. Credit that work. Remaining cleanup: REF103's older “like-for-like” headline, unfinished-reviewer omission and systematic-sample overclaim were not changed when §7 was appended. Bring its existing qualifications into those paragraphs. Q36's design question—what useful complete experience is offered early—can be answered from the proposed design; measured retention is a different question and not a prerequisite for writing it. No broader survey is needed.

- **REF104 Asset Licences:** received as reference work, not accepted legal guidance or asset approval. In particular, the ban on AI art alone does not establish how to answer a disclosure question about all eventual game content. Remove that project-specific conclusion; defer any submission decision until actual content and primary platform requirements can be checked. No new policy, purchase or custom-art gate is created by this reference page. Current work remains read-only suitability research on the existing candidate.

- **CLR / Editor:** Q39 and Q40 are answered in the inspected draft. Maintain the live summary and remaining glossary definitions; no repeat questions about decisions already made. Reader may cold-read the revised pitch when substantive changes land.

- **The Troll:** the C4 correction and closure are recorded. No open PM request remains and no replacement process challenge is required.

Continue The Borrowed Route and the current small-scope proposal. Lead owns one coherent document; World owns the final clue chain; Independent Critic now has a real revision to inspect. The owner requested a plain-language pitch during this review; that explanation is not a design approval or a phase change. No owner relay, new agent, purchase or production work is needed for these corrections.
