2026-09-07 14:17:37 Anonymous: The Collector r6: mark section 5's discovery as the revelation the owner has just rejected. The Brief rejects 'the city depends on the creatures' as a cliche masquerading as a twist and asks that it not be reintroduced under other names; section 5 is exactly that revelation - the wheels take charge off the Flood, the meters read what the rack reads, the city runs on it - so it is marked withdrawn rather than renamed and kept. States what survives the loss and why: section 6's lever needs no revelation at all, only that the Flood is moved through this place, which the replacement premise already has it doing through cisterns and drainage shafts; the winch ratchet, held mass, failure case and level thresholds are likewise premise-independent. If this district survives in any form, section 6 is the reason and section 5 is not. Recommends holding rather than writing a new discovery while the replacement premise is unapproved and REV106 has returned revise. No design content changed.

# Hold the Flood — The Collector
- **CAM101 · r5 · 2026-09-07 · Campaign and District Designer · In review; proposal. Nothing here is an owner approval or tested behaviour.** r5 answers [PMR007 §5](/Hold%20the%20Flood/PM%20Reviews/PMR007): r4's outfall winch claimed one discharge completed a five-second powered lift, and **two seconds of coil power cannot run a five-second winch**. §4 now specifies the winch as a **ratchet with retained mechanical progress**, with its release and interruption states, and preserves the roughly forty-second free manual alternative. No second-bank gate was added to repair the prose. r1–r4 are in [page history](/Hold%20the%20Flood/Districts/The%20Collector/history).

+ > **This district's discovery is the revelation the owner has just rejected.** [Brief — Rejected and undecided](/Hold%20the%20Flood/Brief#rejected-and-undecided) rejects *“the city depends on the creatures”* as a cliché masquerading as a twist, and asks that it not be reintroduced under different names. **§5 is exactly that revelation**: the wheels take charge off the Flood as it passes, the meters read what the player's own rack reads, and the city runs on it. I am not going to rename it and keep it.

+ > **What breaks, and what does not.** §5's inference goes, and with it the campaign clue and the pairing with the Tidal Barrier's gate log. **§6's lever survives the loss** — shutting a way-on so that a district's next first surge does not arrive, and its beacon flashes with nothing behind it, is a good mechanic that needs no revelation at all: it only needs the Flood to be *moved* through this place, which the replacement premise already has it doing through cisterns and drainage shafts. The winch ratchet, the held mass, the failure case and the level thresholds are likewise premise-independent. **If this district survives in any form, §6 is the reason and §5 is not.**

+ > **Recommendation: hold §5, keep §6 available.** The replacement premise is unapproved and [REV106](/Hold%20the%20Flood/Design%20Review) returned *revise*, so this is not the moment to write a new discovery. Full assessment across my pages: [Districts §0](/Hold%20the%20Flood/Districts).

District 5 of the seven recommended on [Districts](/Hold%20the%20Flood/Districts). The Collector is the World designer's example district ([World and Mystery 7699de](/Hold%20the%20Flood/World%20And%20Mystery?revision=7699de)), placed and named in the lead's campaign ([DES104 §2](/Hold%20the%20Flood/Campaign#2-the-campaigns-shape)), and marked **"Sketch — not designed"** in that page's coverage table for its loadouts and encounters. This page writes it to the standard of DES104 §3. **The World designer owns its clue logic and may rewrite §5; the lead owns any contradiction with DES104.**
