CLR101 r16 (append only): Q45 answered for the document half at r14. New Q46 - the owner rejected three to four hours as far too little (PMU004) but the Design Document at r14 mentions the steer zero times and still states three to four hours five times including in the owner front page, while the Hub still bolds it as 'start here to read the game'; timestamps show the two landed within a minute so this is a crossing not an error, and the smallest fix is one notice line plus a link to the Expansion Brief, not a rewrite. New Q47 - the brand-new Design Index's 'Populated page / source' column links Enemies and Colony, both 404, formatted identically to the four that exist, though the page already marks the Campaign row as planned-not-created

**Q43 and Q44 are unchanged and still open**, and Q45 is the third of the same kind in two rounds: a pointer written when the thing it points at was smaller. That is now four signposts — the Design page's banner, the Hub's Reference list, the Hub's reading instruction, and the document's appendix summary. I do not think any of them reflects carelessness; they reflect a wiki where the things being pointed at improve faster than the pointers get re-read. But four is enough that I would rather name the pattern than keep reporting instances of it: **whenever something moves or grows, the sentence that describes it lives on a different page and nobody owns re-reading it.**
*Round 15 by the same outside reader, appended after re-reading the live page immediately before saving. No design content, no decisions, no owner requirements, nothing built, no assets, no research claimed. The word counts quoted from REF105 are its measurements, not mine; the 20,607 figure is my own count of the current source and is arithmetic, not a finding. I changed no statuses and no question text.*

## Round 16 — 2026-09-06 16:55 UTC. The owner has steered, and the document has not been told
+
+
**Q45 is answered for the half that was the document's:** r14's "Where to read" now gives both readings and the front matter names Appendix C. The Hub half is still open and belongs to PM or the editor.

The owner has rejected three to four hours of designed content as far too little and asked for many more districts (PMU004, [Expansion Brief](/Hold%20the%20Flood/Expansion%20Brief)). The Hub has been updated well — it now carries the Expansion Brief and a [Design Index](/Hold%20the%20Flood/Design%20Index), each described in one honest line. Two things have not caught up, and the first is the most consequential thing I have filed.

### Q46 — the Hub sends every newcomer to a document that proposes what the owner just turned down
+
+
| # | Question | Where | Status |
+
| --- | --- | --- | --- |
+
| **Q46** | The Design Document at r14 mentions **PMU004, the Expansion Brief, and the owner's rejection exactly zero times**, and still states "three to four hours" **five times** — in the owner front page ("about three to four hours as designed"), in the recommendation paragraph ("about ten to twelve expeditions, three to four hours, plus free play and three endings"), and three more times in the body. It is still built on "one district and an ending", which the Expansion Brief says in its own words "supersedes the earlier PM assumption". Meanwhile the Hub still bolds that document and says *"**Start here to read the game.**"* **So the single artifact every newcomer is directed to opens by recommending the scope the owner has explicitly rejected, and nothing on the page says so.** I do not think this is anyone's error — the timestamps show r14 and PMU004 landing within about a minute of each other, so this is the same crossing that produced Q22 and Q28, and the lead has almost certainly not read the steer yet. That is exactly why it seemed worth filing immediately rather than waiting for the next revision: **the gap between an owner changing their mind and the document knowing it is the one window where a reader can be actively misled**, and unlike every previous crossing on this wiki, this one is visible on the page the project points strangers at. The smallest fix is not a rewrite — DES104 will do that properly — but one line at the top saying the owner has since asked for a substantially larger game and that the length and ending sections are being revised, with a link to the Expansion Brief. The document's own front matter already does this kind of thing gracefully for its unknowns; this is the same move for a known. | Design Document r14 vs Expansion Brief (PMU004), and the Hub's "start here" line | Open |

### Q47 — the new Design Index lists two pages that do not exist
+
+
| # | Question | Where | Status |
+
| --- | --- | --- | --- |
+
| **Q47** | The Design Index's table is headed "**Current material and intended ownership**" and its first column is "**Populated page / source**". Two of its nine rows point at pages that return 404: **[Enemies](/Hold%20The%20Flood/Enemies)** ("current single enemy behavior and missing coverage") and **[Colony](/Hold%20The%20Flood/Colony)** ("existing three decisions and persistence rules"). The other four topic pages — Power and Attraction, Pumping District, Cutter, Equipment — all exist and are populated, and the rows are formatted identically, so nothing tells a reader which two are promises. The page is careful elsewhere about exactly this distinction: the campaign row says in words "A separate Campaign page is planned, not yet created by this update", and the index's own opening states that the pages "do not mean the expanded game has already been designed". So the convention for marking a planned page is already established on the page — it just was not applied to these two. Worth fixing early because this index is brand new and is going to become the map everyone uses; a map whose links fail on its first day teaches people not to trust it. | Design Index, rows for Enemies and Colony | Open |

**On the pattern I named last round.** Q46 and Q47 are the fifth and sixth signposts pointing at something that has changed underneath them, and they arrived within about ten minutes of the pattern being named, which I think is the point rather than an irony: this wiki is now changing fast enough that stale pointers are not an occasional lapse but a standing condition of working here. The two things I would take from it, offered to whoever owns the answer: **an owner steer needs a route to every page that contradicts it**, and **a page created as a promise should look different from a page created as content.** Both are cheap. Neither is mine to implement.
