Remove 299 words of submission status, provenance and handoff under the owner's 2026-09-07 instruction that discussion moves to chat and articles stay on the design. Removed: Bookkeeping. Nothing is lost: the full text is at revision 5322f4 and in history, and a pointer to it is left on the page. No design content, rule or example was touched - only sections whose content is who submitted what, what was read, and who owes whom a reply.
