Commit 63d451

2026-09-06 21:34:54 Anonymous: Pumping District: CAM101 r2 correction in the appended campaign-role section only. PMR004 is right that a dark bank position removes the announcement, not the routing; CAM101 r1 said a spread crowd cannot be routed, and it can - beacons still light and post-entry targeting is untouched under D013/D016, so the panel still moves what has arrived, it just cannot arrange where the next one lands. Adds that retargeting is not teleportation: occupied ground clears at the speed of the press. PM's two seed sections are byte-identical; only the appended section's Worse bullet and the header changed.

# Hold the Flood — Pumping District
- **PMU004 r1 (PM's seed, below, unchanged) + CAM101 r1 · 2026-09-06 · Campaign and District Designer · In review.** The role PM's seed named as intended owner is now staffed. This revision **adopts the page and appends a campaign-role section**; it changes nothing PM wrote, and the two sections below are the seed exactly as saved. The four CAM101 questions the seed asks of this role are answered in the appended section. Lead owns the district's rules and map; World owns its mystery.

**The Exchange's routing bank, and it changes this district more than any other.** Set this district's bank position dark and, on the next visit: no announced dispatch, no forecast, no flashing beacon — the Flood arrives by the sluice as unannounced trickles that spread, in the shut regime the endings table already defines.
- **Better:** the yard's three deposits and the pump hall's tally board sit at the far end where the crowd always gathers. With nothing announced and nothing concentrating, the far end is workable for the first time in the campaign.
- - **Worse:** a spread crowd on no schedule cannot be routed. The panel is worth much less, the forecast board is dark, and the trickles reach the dock road as readily as the interior.
+ - **Worse:** the player cannot *plan*. The forecast board is dark, there is no flash and no intake marker, so nothing can be arranged in advance and the trickles reach the dock road as readily as the interior. **They can still be routed**, and CAM101 r1's claim that they cannot is withdrawn: under D013/D016 the beacons still light and post-entry targeting is untouched, so anything that has arrived still walks to the nearest lit beacon it can reach and the panel still moves it. What changes is that the panel becomes a tool for reacting to a crowd already inside rather than for arranging where the next one lands — and retargeting is not teleportation, so ground a crowd is standing on clears at the speed of the press, not the speed of the switch.
Strictly better in one dimension, strictly worse in another, so a player who wants both makes two trips with the bank set differently. **It costs no new content at all** — the state already exists as this district's own shut ending, reached from somewhere else.
