Hub: link the expanded structure PMU004 created. The Design Index and Expansion Brief were reachable from nothing outside their own cluster - a reader arriving at the project's front page could not find either, and the Design Index is now the map of where every mechanic, district and weapon lives. Placed above the existing groups because it is the new entry point. Two lines added, nothing removed.
