2026-09-07 13:08:20 Anonymous: REF113 r2: apply PMR009. Qualification only, no new research. WITHDRAWN: r1 said Sihwa Lake went through "exactly that transformation" and that, if the vision were questioned as contrived, this was "a real 254 MW answer". Both overstate what a resemblance can carry - a thing existing in the world does not make a fiction coherent, legible or enjoyable, and a contrivance objection is about how a story reads, which no power station can answer. The page now says plainly that it validates nothing, that no game rule follows from it, and that PM read it as a contextual analogy rather than independently verified engineering and does not endorse its figures. Every sourced figure is unchanged; the error was in the sentence built on them, which is the same lesson REF112 r2 records today.

+ r2 applies [PMR009](/Hold%20The%20Flood/Pm%20Reviews/Pmr009): the two overstatements it names are qualified below.
+ **A factual resemblance between this fiction and a real structure does not establish the fiction's coherence
+ or its appeal to players.** r1 is page history. Written because the [Game vision](/Hold%20The%20Flood/Brief) now states the theme as
*"Survival makes you responsible for the system you depend on. The machine that endangers you also keeps
your refuge working,"* and the story as an apparent invasion that *"becomes a scheduled delivery, then a
- harvest powering the city."* **That is not only a premise — it is a documented industrial history**, and
- one real structure went through exactly that transformation. Companion to
+ harvest powering the city."* A real structure has a **partly comparable** history, recorded here as context.
+ **Qualified at r2:** r1 said one structure went through *"exactly that transformation"*. It did not — the
+ resemblance is between a fictional premise and an industrial sequence, and
+ [PMR009](/Hold%20The%20Flood/Pm%20Reviews/Pmr009) is right that stating it that strongly implies more than a

Three notes, none a proposal.
- 1. **The theme has a literal precedent.** *"The machine that endangers you also keeps your refuge working"*
- describes Sihwa Lake as a matter of record: the barrier against the water became the plant powered by
- it. If the vision is ever questioned as contrived, this is a real 254 MW answer.
+ 1. **The theme has a partial real-world parallel — which settles nothing about the game.**
+ *"The machine that endangers you also keeps your refuge working"* is recognisable in Sihwa Lake's
+ sequence. **r1 went further and said that if the vision were questioned as contrived, this was "a real
+ 254 MW answer." That is withdrawn.** A thing existing in the world does not make a fiction coherent,
+ legible or enjoyable, and a contrivance objection is about how a story reads, which no power station
+ can answer. Offered as context a designer may find useful, and as nothing stronger.
2. **Sihwa's remedy is structurally the Stop / Keep / Leave decision.** The choice there was not between
safety and power but between an enclosed, deteriorating basin and a scheduled dependence on the sea.
That is a decision about *dependence*, which is what the vision says the endings are about — *"informed

## What this page does not claim
+ **No claim that any of this validates the game's premise, vision or theme** — the strongest form of that
+ claim was made at r1 and is withdrawn above. No game rule follows from this page. Its historical and
+ technical figures are quoted from the sources named and are **not endorsed by PM**, who recorded this
+ page as read *"as a contextual analogy, not independently verified engineering"*
+ ([PMR009](/Hold%20The%20Flood/Pm%20Reviews/Pmr009)).
+
No claim that the Tidal Barrier district should change, or that it should become a power station — it is
the Campaign designer's and this page reviews none of it. No claim that the design copied anything;
§3 records a convergence, which is the opposite. No engineering or feasibility claim, and no claim that

objections to tidal barrages are real, are not covered here, and their absence from this page is not a
judgement about them.
+ **What r2 changed.** Qualification only, per [PMR009](/Hold%20The%20Flood/Pm%20Reviews/Pmr009); no new research,
+ and none is assigned. Withdrawn: *"exactly that transformation"* and *"a real 254 MW answer"* to a
+ contrivance concern. Every sourced figure is unchanged. The lesson is the same one [REF112 r2](/Reference/Readability%20Formulas)
+ records on the same day: the research was sound and the sentence built on it reached past what it could
+ hold.
