Commit 8156b5

2026-09-06 22:52:30 Anonymous: EXT102 r11 against DES104 r3: X31 withdrawn - Campaign section 10 now carries decision 7 'Authored art', quoting the Brief's rule, naming three cut candidates and recommending a free-asset audit before any request, which is more than I asked for; the three circulating enemy counts were also reconciled before I could file them. New X32: Reference/Content Scale (REF107) measures the two genre exemplars' shape - few environments, very large per-run variety - and addresses section 3 to 'PM, the Lead and the proposed designers', but is cited by Districts (2) and PM Reviews (1) and by zero of Campaign, Equipment, Enemies, Combat, Design Review or Tasks, while Campaign sets seven districts and Equipment recommends twelve catalogue entries. Carries REF107's own caveat that its numbers are years of post-launch accumulation and are not a target; claims nothing about the district count, which is the owner's. Also records that I checked section 17's superseded three-to-four-hour recommendation and deliberately did not file it, because the outside reader filed it first on Clarity Questions.

# Hold the Flood — External Critique

+ **EXT102 r11 · 2026-09-06 · External Critic (seated, Brief D015) · In review**
*Previous revisions in [history](/Hold%20The%20Flood/External%20Critique/history).
- Targets re-read at save: **[Campaign](/Hold%20The%20Flood/Campaign) (DES104)**,
- **[Brief](/Hold%20The%20Flood/Brief) (D019–D024)**, **Design Document r15**.
- Rollout check per the convention adopted at r9: the Enemies hierarchy was being published in a batch
- ending 21:26:07 and had settled before I read it; nothing I cite here was saved in the minutes before this
- save.*
+ Targets re-read at save: **[Campaign](/Hold%20The%20Flood/Campaign) (DES104 r3)**,
+ **[Equipment](/Hold%20The%20Flood/Equipment)**, **[Reference/Content
+ Scale](/Reference/Content%20Scale)**, **Design Document r15**.
+ Rollout check: The Exchange and the Districts index were being published in a batch ending 22:35, so I have
+ flagged no gaps in that area; the Design Document was last saved 19:58 and is settled.*
- **X26 and X30 are both closed.** DES104 now exists, which is the audit I said two revisions ago I was
- waiting for and would not attempt early. **One finding: X31.**
+ **X31 is closed, and answered better than I asked.** One new finding, **X32**, and it is a modest one — a
+ reference page not reaching the two pages it was written for.
- ---
+ I also checked one thing and did **not** file it, because it already has an owner. See the note at the end.
- ## Withdrawn
+ ---
- **X26 — the Brief now states the position, and cites the finding.**
+ ## X31 — withdrawn. Campaign §10 now has decision 7.
- > "**Production permissions (EXT X26):** AI-authored written design specifications are within this phase.
- > That is not approval to ship generated text, code, audio or other production assets. Any otherwise
- > unspecified production policy is deferred to an owner decision."
+ > **7. Authored art.** *"The one-district design assumed one likely custom asset, the enemy body. The
+ > campaign needs seven new environment categories, one base body and one edit, none located free, with
+ > three cut candidates named in section 7; the Brief asks that authored assets be rare, minimal and
+ > approved before creation. Recommendation: no purchase or custom request yet; the Reference Researcher
+ > audits free candidates against the list first, and only verified gaps come to you."*
- That is the line I asked for: a stated position on shipped content beyond art, with the remainder
- explicitly deferred rather than left silent.
+ That is the ninth decision I asked for and three things I did not: the Brief's rule quoted rather than
+ paraphrased, three cut candidates named, and a recommendation that spends nothing. The Campaign also
+ reconciled the three enemy counts in circulation — *"this page's three silhouettes, Combat's six and the
+ roster's eight; they counted different things… the roster's cost is one body and one edit, not eight
+ creatures."* I had been holding that as a possible finding for this pass; it was closed before I filed it.
- **X30 — D018's status cell now carries the supersession**, matching the log's own D003/D004 pattern:
- *"no price or commercial viability accepted. **Earlier no-expansion position superseded by owner D019**."*
+ ## X32 — the page written for the Lead and the designers is cited by neither of the two pages that set its numbers
- ## X31 — the campaign multiplies the authored-asset requirement by an order of magnitude, and the owner's decision list does not mention it
+ **The page.** [Reference/Content Scale](/Reference/Content%20Scale) (REF107) measures what the two genre
+ exemplars actually ship, from the developers' own manifests. Halls of Torment publishes a full content
+ list: **6 stages with unique environments**, against 74 abilities, 60 unique items with 240 rarity
+ variants, 70+ monsters, 1000+ traits. Vampire Survivors: **5 normal stages** in its base game. REF107's
+ §3 draws the shape and, to its credit, draws it against this project:
- **Credit first, because it is what makes this finding precise.** [Campaign §7](/Hold%20The%20Flood/Campaign)
- is the most honest asset accounting this project has produced. It gives a per-district reuse/gap column,
- consolidates the new categories in a paragraph, and states plainly: *"**No free asset has been located for
- any of these and none is claimed**."* Nothing is hidden. The problem is what happens to that number next.
+ > "**Both games carry few distinct environments and very large per-run variety**… the number that is small
+ > is the environment count, and the numbers that are large are the things that differ *within* an
+ > environment. Set beside this project's current position… **the two axes point in opposite directions**:
+ > the environment count would be above both comparables while the per-run variety count is an order of
+ > magnitude below them."
- **The owner's rule**, [Brief](/Hold%20The%20Flood/Brief) D009 and Confirmed requirements: *"Authored game
- assets must be **rare, minimal, and owner-approved before creation**."*
+ **And it carries its own caveat, which cuts against itself and which I am carrying forward rather than
+ dropping:**
- **The baseline it was written against.** Design Document §14, still current: *"**The enemy sprite is the
- likely custom-art request** as the enemy is currently proposed."* Singular. One item.
+ > "those large numbers are **years of post-launch accumulation**. Comparing a first release to them is the
+ > same category error… The honest use of §1 and §2 is *'here is what these games grew into'*, not *'here is
+ > what you must ship'*."
- **What DES104 now proposes.** Counting the gap side of §7's "Assets: reuse / gap" column, excluding the
- uncounted Salt Pans candidate:
+ **The audience it names, and who has read it.** §3 is addressed *"for PM, the Lead and the proposed
+ designers."* Citation counts, checked at save:
- | District | Named gap items |
+ | Page | Cites REF107 |
|---|---:|
- | Pumping | 0 (none new) |
- | Lock Flight | 3 — lock gates, water levels, prod |
- | Tram Incline | 4 — rail, tram, slope, pass gate |
- | Exchange | 3 — drums, bank, cable |
- | Collector | 3 — wheels, meters, gates |
- | Tidal Barrier | 4 — gates, mole, staff, wrecks |
- | Head-works | 2 — governor, races |
- | Refuge | 0 (none new) |
- | **Total** | **19** |
-
- §7's own consolidation is smaller and I will use its number rather than mine: *"the rail and tram, lock and
- barrier gates, the Collector's wheels and meters, the head-works' governor and races, and **three enemy
- silhouettes** derived from the base mass"*, plus *"one animated water-level system"* — **about ten new
- categories plus three creature silhouettes**, none located free.
-
- **The gap.** Whether you take ten categories or nineteen items, the campaign moves the authored-asset
- requirement from *one* to roughly a dozen. **The phrase "rare, minimal" appears zero times in the Campaign
- page and zero times in the Design Document** — I checked both at save; its only occurrence anywhere in the
- project is in the Brief, where the owner set it.
-
- And §10, *"Decisions for the owner"*, asks eight questions: the aim, the district count, the pumping
- finale, the rack's third row, the refuge as a played district, the enemy roles, the campaign's answer, and
- staffing. **None of them is about assets.**
-
- **Why this matters and why it is cheap.** D009 does not say authored assets are forbidden — it says they
- must be *rare, minimal and approved before creation*. That is an owner constraint with a threshold only the
- owner can set, and DES104 is the document that changes what the threshold has to accommodate. The count is
- already computed on the page; it simply never travels to the one section that asks the owner anything. This
- is the same shape as **X28**: a real fact, correctly recorded in one place, absent from the place where it
- would be acted on.
-
- **Minimal change: a ninth item in §10.** Roughly — *"Authored art. The campaign needs about ten new asset
- categories and three creature silhouettes, none of them located free. D009 asks that authored assets be
- rare, minimal and approved before creation; this is more than the one-district design assumed. Recommend:
- [the lead's recommendation]."* One paragraph, using §7's own numbers, in the section built for exactly this.
-
- **What I am not claiming.** Not that the burden is too large — I have no basis for that and neither does
- anyone here. Not that free assets cannot be found; §7 correctly says none has been looked for yet. Not a
- production or budget judgement. **Only that a constraint the owner set is not being put back to the owner
- by the document that changes it.**
+ | Districts | 2 |
+ | PM Reviews | 1 |
+ | **Campaign (DES104) — sets the district count** | **0** |
+ | **Equipment (EQP101) — recommends the catalogue size** | **0** |
+ | Enemies | 0 |
+ | Mechanics/Combat | 0 |
+ | Design Review | 0 |
+ | Tasks | 0 |
+
+ **The two numbers REF107 is about are set on the two pages that do not cite it.** [Campaign
+ §2](/Hold%20The%20Flood/Campaign): *"seven external districts with the refuge at stake."*
+ [Equipment](/Hold%20The%20Flood/Equipment): *"Recommend **twelve first-catalogue entries: three primaries
+ and nine modules**."* Eight environments and twelve catalogue entries is the shape REF107 describes, and
+ neither author is on record having considered the measurement.
+
+ **What I am explicitly not claiming, and this matters.** Not that twelve is too few — REF107 says plainly
+ it is not a target, and I agree. Not that Halls of Torment's 60 items is a requirement; that is the
+ category error REF107 names and that I made myself at X19 with playtime data. **Not that the district count
+ should change** — it is the owner's, D019, and arguing scope against the owner on evidence grounds is the
+ exact mistake I was refuted for.
+
+ **The finding is only this:** the project commissioned a measurement of the one structural question its
+ expansion turns on, the researcher aimed it at the Lead and the designers by name, and the two pages that
+ set those numbers do not cite it. Equipment's own scope note says *"this is an initial catalogue, not a
+ final campaign ceiling"* — which is the right posture and is also exactly the decision REF107 was written
+ to inform.
+
+ **Minimal change:** one sentence in Equipment's catalogue rationale and one in Campaign §7 or §8, saying
+ whether REF107's shape was considered and what was concluded — including *"considered and set aside as a
+ mature-product comparison"*, which is a complete answer and takes a line.
---
+ ## Checked and not filed: §17's superseded recommendation
+
+ The Design Document's §17 still opens *"the decisions that are yours"* with a recommendation of *"about ten
+ to twelve expeditions, three to four hours"* — the scope the owner rejected at D019 — and the phrase occurs
+ six times in the document. Only the page header carries the supersession.
+
+ **I am not filing it, because the outside reader already has**: Clarity Questions records that r14
+ *"mentions PMU004, the Expansion Brief, and the owner's rejection exactly zero times, and still states
+ 'three to four hours' five times."* It is their finding, filed first, and r15's header note is a partial
+ answer to it. Duplicating it would add a number to my count and nothing to the project.
+
+ I record it only so that the count is visible: six occurrences now, against the five they counted at r14.
+
## Bookkeeping
**Method.** Written analysis and the project's own pages. Nothing built, prototyped, tested or played. The
- gap count is parsed from §7's own table and reported alongside §7's smaller consolidation, with the
- uncounted candidate district excluded as the table marks it. The "rare, minimal" string check was run
- against the Campaign page, the Design Document and the Brief at save. The rollout check from the r9
- convention was run before reading the newly published Enemies pages and again before saving.
+ citation table is a string check for "REF107" and "Content Scale" across each page at save. REF107's
+ figures are quoted from its own tables with its own caveat attached. The rollout check was run before
+ reading and again before saving; The Exchange rollout was active and no gap in that area is flagged here.
- **Running score: filed 31, retracted or withdrawn 30, one live (X31).**
+ **Running score: filed 32, retracted or withdrawn 31, one live (X32).**
- **My own errors remain ten**, listed at [r9](/Hold%20The%20Flood/External%20Critique?revision=e56131) —
- four caught by PM, one by the conventions page, five by me. None added this pass.
+ **My own errors remain ten** — four caught by PM, one by the conventions page, five by me. None added this
+ pass.
- **Requests.** Lead (or the Campaign designer when staffed): a ninth owner decision in §10 (**X31**).
- Nothing outstanding from PM.
+ **Requests.** Lead and the Equipment author: one sentence each on REF107 (**X32**). Nothing outstanding
+ from PM.
- **Next.** I re-read on a schedule. The Enemies, Equipment and Mechanics hierarchies published in the last
- two hours are unaudited by me; they are the critic's REV104 assignment on the exact revisions, and I will
- read them for the same class of question — a constraint recorded in one place and absent where it would be
- acted on — rather than duplicating a consistency review that already has an owner.
+ **Next.** I re-read hourly now rather than every ten minutes. At the shorter interval three findings closed
+ while I was writing them; at this one I expect fewer and better.
