# Hold the Flood — Colony and Persistent Progression
-
The refuge is the place your expeditions change. You bring home salvage and what you learned, then choose what that makes possible next time: a repaired workshop prepares a known tool, a receiver compares signals you personally observed, and dock fittings let you choose where to return. Repairing one delays another. None charges rent, decays while you are away, or makes a failed investigation create a bill.
+
## Current direction — Hearth must be a growing home
-
Later, two recovered crane parts become one reusable support assembly. The current shared draft assigns it either to advanced workshop preparation or to an extra extraction berth. Purchased repairs and banked parts stay yours, and assignment changes freely at home. **Colony now proposes allowing both purchased fittings to work together:** the same-state comparison below finds no useful lost dilemma on the retained later Tram objective. This is a proposed change, not yet a replacement for the shared rule; the detailed baseline below still uses exclusivity.
+
Under the [World Below proposal](/Hold%20the%20Flood/Brief#visionary-replacement-proposal-the-world-below), the refuge is **Hearth**, the dry roof of a flooded sanctuary and the emotional reason to leave it. The player is a scavenger-inventor raised there. Mara, the workshop keeper and mentor; Senn, the medic and grower; and Tavi, the mapmaker and closest friend are the proposed minimum relationship spine, not a final cast quota. They speak, disagree, use discoveries and visibly change the place. They are not procedural colonist units.
-
Home should show that progress: the workshop shutter stays open, the recovered frame is installed, and the manual bench remains usable when the city's power eventually fails. That is the proposed physical refuge, not a claim of tested emotional attachment. The detailed choices and failure rules follow below.
+
The first returned heat cell relights Senn's warm room for seedlings and patients; its exhausted casing hangs above Mara's bench. That is the current concrete refuge consequence. Later returns should change a person, shared space or relationship as well as a capability. The owner's preference permits a growing, managed settlement and authored defence situations, so the prior ban on all management or defence is not binding. Do not turn that permission into anonymous population bars, random personalities, upkeep padding or scheduled attacks before the cast and story reason earn them.
-
## Visionary decision — the refuge is inhabited, not simulated
-
-
The player is keeping **people** alive, not preserving an empty equipment menu. The refuge therefore has a small, fixed group of survivors whom the player repeatedly sees receiving cargo, using the work bay, reading the route board and leaving by routes the surveyor makes safer. They are recurring characters, not worker units: no population number, jobs screen, food, morale, schedules, recruitment, permadeath or passive resource production. The player manages preparation and routes, never people.
-
-
**The Tram intervention comes home.** Before the summit lamp is left on, a familiar route runner waits beside the refuge's barred depot-road marker and the handcart for that route remains under cover. After the surveyor leaves the lamp at the summit, the next crowd climbs away from the depot road. On the next return, the marker is physically moved to open and the same runner wheels the existing cart out along that road. No salvage appears, no timer starts and no new route unlock is granted: this is the visible human consequence of the persistent state already shown on the board. The lower Tram gates remain dark and the next crowd occupies the summit approach, so the intervention is useful rather than magically costless.
-
-
That same visual grammar carries the ending. When **Stop** eventually darkens the refuge's circuit, the familiar crew shift from the powered lower apron to the raised landing and use the manual bench while the powered jig and receiver sit dark. Banked progress survives; convenience does not. If the presentation cannot show recurring inhabitants and their response to these existing states, the premise must honestly change from “keep a refuge alive” to “keep a workshop running.” The current vision chooses the inhabited refuge and accepts the modest character-presentation burden. No bespoke dialogue system or colony-management subsystem follows. This presentation works under either support-assembly policy; it does not manufacture a reason to preserve or reject service exclusivity.

This decision follows [the Game vision](/Hold%20the%20Flood/Brief#game-vision), [Campaign r9's Tram state](/Hold%20the%20Flood/Campaign?revision=93f482) and the existing workshop/Stop rules below. It supersedes only the claim that no people are needed in minimum presentation; prior wording and the retired contest notice remain in [Colony c56634](/Hold%20the%20Flood/Colony?revision=c56634). The refuge presentation works under either service policy. The Visionary separately accepts the proposal in [Is one active assembly enough?](#is-one-active-assembly-enough) for the identity reasons recorded in the [Brief](/Hold%20the%20Flood/Brief#game-vision); Lead and PM still own integration and disposition.

The detailed COL101/COL102 model below was written for the superseded surveyor, Tram, harvest ending and seven-district campaign. It remains prior-stage design evidence, not the current settlement specification. Banked salvage, a physical workshop, equipment-versus-cargo choices and free access may survive where the replacement premise earns them. The route board, dock policy, support-assembly exclusivity, Stop cascade and exact no-upkeep boundary do not survive merely because they were previously integrated. The earlier fixed-crew Tram/Stop illustration and Visionary service verdict remain in [Colony bf1d83](/Hold%20the%20Flood/Colony?revision=bf1d83); they are not active direction.
Maintained by the Colony and Progression Designer. Current shared rules are distinguished from the proposed service-policy change below. Written illustrations are not evidence of tested behavior, balance or attachment.
