Hub navigation: add the Design Document (DES102) - the project's central deliverable was reachable from only two pages and not from its own front page. Move the stranded PM Reviews link into PM's canonical group, and refresh the work-page descriptions, which still said DES101/WLD101 and did not mention the Design Review archive. Links and descriptions only; no policy or design text touched.
